Steve DelBianco brings twenty-five years of experience in marketing, management, and technology services to the Association for Competitive Technology, where he serves as Vice President for Public Policy. In addition to his role with ACT, Mr. DelBianco is the Executive Director of NetChoice, a coalition of trade associations, e-commerce businesses, and online consumers, who share the goal of promoting convenience, choice and commerce on the Net.
Steve sets the policy agenda and is a media spokesman for both ACT and NetChoice. He�s a leading opponent of regulatory barriers that thwart emerging competition from e-commerce channels. Steve is also called upon as an expert on Internet taxation, spyware, and consumer protection. He has testified before Congress and in many state legislatures on technology policy concerns, and is a regular panelist at the National Conference of State Legislators and the American Legislative Exchange Council.
Before joining ACT, Steve was founder and president of Financial Dynamics, an information technology consulting firm focusing on financial and marketing solutions. He led the firm through the rapid evolution of industry trends in personal computers, Windows, client/server database tools, the Internet, and e-commerce. Steve led marketing and business development, including hands-on management of the firm's largest single account. Financial Dynamics grew to over $20 million in revenues by 1997, when it was acquired by a national firm.
In 1999, Virginia governor Jim Gilmore appointed Steve as a Director of the state's Economic Development Partnership. Steve took an active role in the Partnership, chairing the selection committee for the new Executive Director, and he currently serves as Vice Chairman of the Board.
For the past 5 years, Steve has been appointed to the Advisory Committee for Virginia's Joint Commission on Technology and Science. He�s been an active participant on privacy, computer crimes, and emerging technologies.
Steve holds degrees in Engineering and Economics from the University of Pennsylvania, and an MBA from the Wharton School. He lives in McLean, Virginia with his wife and three children, where he is active in community government, the Northern Virginia Technology Council, and investing/advising for high-tech startup companies.
